Powis Hughes was originally founded in 1995. Based near Newbury in Berkshire we act for our clients on a nationwide basis. We are specialist UK Commercial Property Consultants and Chartered Surveyors with an in-depth knowledge of the Public Sector and Science facilities. We are retained advisers to The Crown Estate, English Heritage and several scientific companies and organisations.
Powis Hughes Ltd (PHL) is committed to promoting sustainability. In 2012 we installed a 4kWp Photovoltaic Installation and in 2013 we installed a 20kW Ground Source Heat Pump. Our offices have moved from a EPC rating of “C” to a rating of “B”. We are reviewing further initiatives.

Meet the team
Rafe Staples
Rafe is a Chartered Surveyor, an RICS Registered Valuer and Director of Powis Hughes Ltd with over 20 years’ experience in the property profession. Rafe started his career with Herring Baker Harris, based in London and Birmingham, as part of the Public Sector Team. In 1995 Rafe was one of the three founding staff members of Powis Hughes & Associates, a firm of Chartered Surveyors specialising in the advice in respect of scientific, historic properties and for downright unusual properties. He has been Lead Managing Agent for The Crown Estate Telecoms Cables & Pipelines since the early 2000’s and also acted on a wide variety of matters in relation to the construction of data centres, telecoms connectivity, wayleaves issues and other specialist properties. He is the retained national adviser to English Heritage on Business Rates and the recommended adviser to Historic Houses. He has a wide range of knowledge of largely useless and redundant facts, which he wishes he could forget.
Stephen Hughes
Steve is a former Partner in Powis Hughes & Associates, and is now a Consultant at Powis Hughes Ltd. Steve has over forty years’ experience in the profession and has worked in a variety of roles including for the Hong Kong Government, a Caribbean Government, as a portfolio manager for the BP Pension Fund, adviser to several local authorities and Development Corporations. He is currently advising in respect of development and disposal projects including several large residential and mixed use development schemes.
Kirstie Wheeler
Kirstie joined Powis Hughes in 2007 as a Trainee Surveyor after graduating from Cardiff University with a degree in Economics and Management. She qualified as a Chartered Surveyor in 2011 and is an RICS Registered Valuer. Kirstie has worked on a variety of projects and cases for a range of science and specialist clients including valuation, lease negotiation, rent reviews and business rates negotiations whilst at Powis Hughes and is a Managing Agent for the Cables and Pipelines team under the Marine and Infrastructure Estate at The Crown Estate.
Marj Blyth
Marj has been our Office Manager/PA since May 2006 and takes care of everything except for surveying! Marj has supported many an MD throughout her working career in a variety of office environments and has brought to PHL a wealth of experience and a good ‘Scouse’ sense of humour, essential in the workplace.
